BJP announces 2nd list of candidates

ITANAGAR, Mar 20: BJP has announced its second list of candidates, including that for the prestigious Itanagar constituency, for the April 9 assembly elections in Arunachal Pradesh.

The list of 17 candidates was cleared by BJP Central Election Committee, chaired by party's national president Rajnath Singh at New Delhi yesterday, Party spokesman Techi Necha said in Itanagar today.

Former Congress minister Atum Welly has been named as the candidate for Pakke-Kessang constituency in East Kameng district, while youth leader Tame Phassang for the Itanagar seat.

Nabam Tade will contest from Sagalee, the constituency of Chief Minister Nabam Tuki, while former ministers Roding Pertin, T L Rajkumar and Thajam Aboh have been nominated as party candidates for Dambuk, Khonsa East and Khonsa West, respectively.

Other candidates include, Lhakpa Tsering (Dirang), Dorjee Khandu Thungon (Kalaktang), Tai Chiji (Nyapin), Lompak Paksok (Dumporijo),  Tumke Bagra (Along West), Yumto Jini (Along East), Kento Rina (Nari-Koyu), Malo Linggi (Roing), Chow Arina Manpoong (Namsai) and Sira Ong Singpho (Bordumsa).

The party had earlier declared 36 candidates in its first list on March 16 last.

 

BJP’s clarification

ITANAGAR, Mar 20: The State Bharatiya Janata Party (BJP) in a release clarified that the party’s official candidate for the 28th Likabali (ST) Assembly constituency is Gumke Riba. The party regretted for wrongly mentioning the name of Dr Nyada Mara as the party’s candidate for that assembly constituency in earlier edition of this daily.

 

Football coaching

ITANAGAR, Mar 20: The two Reading FC coaches, who are currently in Arunachal Pradesh on a six months coaching/training programme, will conduct a football coaching camp for players between 10-15 years age at RG Stadium, Naharlagun from March 24 to 29, according to an Arunachal Pradesh Football Association release.

 

PPA candidate for Ziro-Hapoli announced

ITANAGAR, Mar 20: People’s Party of Arunachal (PPA) president Nikh Kamin has declared Nani Opo as the party’s candidate for 17 - Ziro - Hapoli Assembly constituency for the April nine Assembly election.

Meanwhile, the party in a release today clarified that the name of Dr Ijum Ado, the party’s candidate for 31- Aalo East constituency has been wrongly published as Ijum Padu.

 

AAP fields candidate for Likabali

ITANAGAR, Mar 20: Aam Aadmi Party (AAP) Arunachal Pradesh unit has decided to field Kiri Dini Bogum  from 28 Likabali Assembly constituency. The party is likely to declare some more candidates for assembly elections.  Earlier, the AAP had announced the name of Habung Payeng, former information Commissioner as candidate from 1-West Arunachal Parliamentary constituency.     

 

Gurumurthy emphasizes on account maintenance by parties

AALO, Mar 20: The Central Expenditure Observer for six Assembly constituencies - Aalo East, Aalo West, Rumgong, Liromoba, Likabali and Basar, Pradip Gurumurthy today urged upon all Assistant Expenditure Observers, District Expenditure Monitoring Committee Officers and Media Certification Monitoring Committee Officer to go through the ECI guidelines to make the election smooth and hassle free.

While briefing on the roles of officers of various elections related committees in a meeting at DC office here, he asked them to especially focus on maintenance of prescribed registers and ensure that all political parties maintain their accounts properly. Regarding illegal movement of cash, liquor or gifts in kind, Gurumurthy asked all the officers to submit their reports daily basis even there is no seizure of illegal materials  or cash.  DIPRO

 

Directives from tax and excise dept

ITANAGAR, Mar 20: All the bottling plants, bonders, wholesalers had been directed to install CCTV camera in their respective premises on or before March 14.  This  ‘action points’ were taken up in a meeting held under the chairmanship of the Commissioner Tax and Excise, GoAP with representatives of all liquor industries, bonders and officers of tax and excise of headquarter on March 11 last in connection with the forthcoming Parliamentary and Assembly elections in the state. Other directives of the concerned department said “no unauthorized direct sale from manufacture/ bond to consumers, important permit for importing liquor consignment from outside state and within state to be restricted, limit of 6 bottles IMFL and 1 case of beer per head to consumer be strictly enforced. All instructions already issued to Superintendent (Tax & Excise) be complied with strictly in letter and spirit. DIPR

 

DC holds meeting with ANSU representatives

ITANAGAR, Mar 20: A meeting was held today in the office of Capital Complex Deputy Commissioner Mige Kamki with the representatives of All Nyishi Students Union (ANSU) in presence of Papum Pare DC Ashok Kumar and  S.P. Kuruvilla, capital SP.

Kamki explained the enforcement of Model Code of Conduct and made it clear that it was not the responsibility of the district administration to provide security for student’s election except for maintenance of law and order around the venue. However, in view of the ensuing Lok Sabha and Assembly elections, all orders, instructions, guidelines and laws of ECI will apply wherever relevant, he said  and advised students’ body to abide by election laws in force.  DIPRO

Filing of nominations for simultaneous polls gains momentum

26 including three MP candidates file nominations

ITANAGAR, Mar 20: The filing of nominations for both Assembly and Parliamentary elections gained momentum as 26 candidates including three candidates for Parliamentary elections filed their nominations today for  simultaneous elections in the state.

According to Nirvachan Bhawan sources, Ninong Ering, INC and Tapir Gao , BJP filed their nominations for Arunachal East constituency, while Kiren Rijiju BJP  filed his nomination from Arunachal West.

For Assembly elections, former minister Atum Welly, (BJP) filed his nominations from Pakke-Kessang, while former Chief Minister Jarbom Gamlin (INC) filed nominations from Liromoba.

Other Congress candidates  who filed nominations are- Phurpa Tsering, (Dirang), Nabam Rebia (Doinmukh), Gojen Gadi (Basar), Tatung Jamoh (Pasighat West), Bosiram Siram (Pasighat East), Gum Tayeng (Dambuk), Karikho Kri (Tezu), Chow Tewa Mein (Chowkham), Zingnu Namchoom (Namsai), Chowna Mein (Lekang), Phosum Khimhun (Changlang South), Thinghaap Taiju (Changlang North), Newlai Tingkhatra (Kanubari) and Thangwang Wangham (Longding-Pumao).

BJP candidates Gandhi Sakrinsow filed nominations  from Thrizino-Buragaon, Japu Deru  from Bomdila, Ngurang Pinch from  Doimukh, Tapen Siga  from Daporijo and Bai Gadi  from Liromoba.

NCP candidate Taba Nirmali filed nominations from Yachuli,  while PPA candidate Wanglam Sawin  filed nomination papers from Khonsa East.

 

 

LS poll candidates to have open debate session

ITANAGAR, Mar 20: In an endeavor to create awareness  among the  denizens on election manifesto's of various political party and leaders,  for the first time in  the state, the Association of Democratic Reforms (ADR) headed by  State Coordinator, Arunachal Election  Watch, Dr Nani Bath  in collaboration with Arunachal Civil Societies(ACS) a registered NGO is going to organize an open debate session  ‘Know your Leaders’ on March 30 next at Banquet  hall  for all the  contesting candidates of Parliamentary elections, informed, Member ADR cum Assistant Professor(RGU), David Gao.

Addressing the media persons at Arunachal Press Club yesterday, Gao informed that the ADR was established in 1999 by a group of professors from the Indian Institute of Management (IIM) Ahmedabad. ADR is non-governmental organizations that analyze   and evaluate every election process, including   the profile and information on assets of every contesting candidate. The initiative taken by both ADR and ACS is a beginning towards the new era of representative democracy in the state, he said.

Speaking on the occasion, ACS Chairman Patey Tayum informed that the debate would be open for every political party or any candidate who are going to   participate in the ensuing parliamentary election. The platform will be helpful not only to leaders but also to the general public to know about their candidates and their approach before the election, he said adding bureaucrats, Scientist, entrepreneurs, Social workers, and academicians will also interact with the candidates.

Saying that election manifestos play a vital role in any election for the party and also for the concerned leader, ADR member, Jimsi Tassar, who is assistant professor of Arunachal Law Academy, said  “during the session people will not only take note or analyze the manifestos of those candidates or party  but ADR and  ASC  will also urge  them to put  some vital issue on  women, social, education  and others to  be enlisted in  their list, which have been scrutinized after  proper consultation with all the apex body of various CBOs.

Besides ADR members and Chairman ACS P Tayum, Vice- Chairman, Arunachal Civil society (ACS), Karge Bassar also spoke on the occasion.

 

 

Large quantity of INC flags, liquor, CGI sheets seized

ITANAGAR, Mar 20:  The Flying Squads along with police personnel today seized large quantity of liquor, cash and other materials from various parts of state.

In Capital Complex, the City Police and Static Surveillance team along with CRPF seized 79 bags containing 2,37,000 flags of Indian National Congress (INC) from Banderdewa area today.

The flags were being carried in two separate trucks and each of 79 bag contained 3000 flags (Approx).

Vehicle checking was also carried out by City Police at different points in Capital Complex area. A total of 126 vehicles were challaned for violation of various sections of MV Act and Rs.16,600 realized as fine from the traffic violators.

ROING: The flying squad team of Parbuk Administrative Circle led by Kamin Darang, CO Parbuk raided several shops and vendors along the Meka - Shantipur road yesterday evening. The team seized 144 quarter bottles, 2 half bottles, 14 full bottles of IMFL and 96 Beer bottles and 8 beer cans from the shops who were selling it without valid license. The seized items were videographed and deposited in the police station, Roing.

BOMDILA: The Static Surveillance Team (SST) this morning seized a total of 1400 pieces of CGI sheets loaded on a truck entering the district at Bhalukpong, while police personnel seized 9 Daos and 12 bottles of liquor in Thrizino-Buragaon area.

The Town Magistrate and Superintendent Tax & Excise along with the police today sealed 4 Wine Shops in district headquarters Bomdila for non-compliance in installing of CCTV cameras. CHANGLANG: The flying squads and police personnel have seized total cash amount of Rs. 1, 22, 500 and liquor 922.825 Ltrs worth Rs. 1, 19, 856 only in different locations of  Changlang district so far.

TEZU:  Excise officer with Magistrate and police personnel today conducted surprise raid at Alubari Ghat, Gohain Gaon, Digaru, BRTF Camp, TCP, Airfield Area, and in hotels and restaurants around Tezu and  seized 133 IMFL bottles, 48  beer bottles, 11 acne beer bottles. While checking at Salangam and Cement Factory area at Tezu, Flying Squad Team seized 41 beer bottles, 17 IMFL bottles and 24 bottles of Bacardi Breezer.

In the meantime, Lohit District Election Officer Dr. B.M. Mishra has appealed all the citizens of Lohit District to refrain from taking any bribe and in case, anybody offers any bribe or is having knowledge about the bribe or cases of threat/intimidation of electors, then he should inform on the Toll Free Number 18003453606 of the 24x7 Complaint Redressal Cell of the District. UGC-funded workshop held

‘Choose a career by choice, not by compulsion’

ITANAGAR, Mar 20: Career Counselling Cell of Dera Natung Govt. College, Itanagar organized a workshop on “How to Face Examination for Better Success” as well as on “Various Career & Employment Opportunities”  on March 19.

Speaking on the occasion, Secretary, Health and Family Welfare and Cultural Affairs Indira Malo dwelt upon the topic Career in Civil Services, Health Services, Defence, Corporate Sector & MNCs. She advised the aspirants to choose a career by choice, not by compulsion. It should come from within and not imposed by parents or society. She exhorted the aspirants of Civil Services examinations to be more serious and sincere in their preparation as this is the most prestigious examination. She further elaborated on huge employment opportunities in Health Services, Defence, Corporate Sector & MNCs.

Dr. Joram Beda, Secretary, Department of Tourism shared his views on  ‘How to Prepare for Civil Services and other major Examinations’ conducted by UPSC as well as on ‘Career in Tourism & Hospitality Sector’. He cautioned the aspirants to be very careful while choosing Civil Services as a career and that it must base on genuine aptitude and interest through an honest introspection of one’s potentials and capabilities otherwise an overestimation or wrong assessment of oneself may cause frustration and may ruin one’s life. He advised aspirants to choose a career judiciously. He emphatically pointed out that there is no short cut route to success. Hence, one must prepare with utmost devotion, determination and sincerity paying good amount of attention to development and proficiency of writing skill, which is essential for cracking Civil Services or any Competitive examination. He further added that there should be wise selection of optional because choosing correct optional helps in boosting confidence and prospect of success. He also highlighted career opportunities in Tourism & Hospitality Sector.

Dr. Joram Begi Director, Higher & Technical Education spoke on Career in Education at state, Nation and Global level as well as various Government services and Banking services. He comprehensively dealt with wide range of employment opportunities in education at state, nation and global level terming it as one of the biggest employers focusing at eligibility norms, requisite qualifications for recruitment of teachers at different levels besides dealing with career in other Government services.

Giving tips on How to face examination? he advised students to remain cool, calm and confident.

Tomer Ete, Principal of the college spoke on How to Face RGU Examinations for Better Success?.He patted the aspirants for their career-consciousness and also lauded the endeavour and hard work done by the co-ordinator for the grand success of the programme.

Dr. S Khandu, Vice Principal of the College, spoke on   How to Prepare for Entrance Examinations of JNU, BHU, NEHU etc &  Admission procedures for Master Degree programme.

Earlier in his welcome address Dr. M. Q. Khan , the co-ordinator of the  Career Counseling Cell  appreciated the aspirants for their active and massive participation. He called upon the aspirants to reap optimum benefits of the Free Intensive Coaching Programme funded by the UGC. He further informed that the coaching on all components of General Studies was conducted from 16th September to 6th November, 2013 while on General English and other optional subjects, coaching held from 7th November onwards exclusively for the aspirants of APPSCCE(Mains). While Coaching for another batch for the post of junior grade officials on complete syllabus of  General English, Elementary Mathematics, Reasoning, General Studies etc has been going on since 3rd January, 2014.

Hundreds of aspirants and a host of teachers attended the programme. All the resource persons and the coordinator answered to the various queries, doubts and confusions raised by several aspirants during the programme.  

 

 

BJP projects a wave of change in state

ITANAGAR, Mar 20: “Now the wave of change amongst the electorates is smoothly sailing across the country; and is more positively indicating in the state for a progressive and secured Arunachal” said state BJP president Tai Tagak while addressing the press persons at BJP city Office this evening.

Earlier, the state BJP president was addressing the party workers at the office premise officially disclosing the party’s candidature to Tame Phassang for the 13th Itanagar Assembly Constituency and specified that Arunachal Pradesh is an isolated state with lack of development. “We need an expansion and extension of development through emotional communication with a true political will”.

Itanagar and its adjoining cities as a capital of the state indicate certain parameters of development in the state. Hence, utility of available fund and resources for development and controlling of corruption must be taken care of by any public representative and must ensure a sense of security amongst the local residents, opined party candidate for Itanagar, Tame Phassang while addressing the supporters at the occasion.

Phassang further expressed the need of subways for smooth movement of traffic in the state capital. “State has yet to mechanize a sub plan for the capital cities” he said.

Meanwhile, responding to the questions of media persons, Tagak said that “the assembly was dissolved in a midnight exercise and the current political chaos is a result of this midnight exercise.”  

“Why Raj Bhawan could not communicate the people of the state whether there is a care taker government, why 144 CrPC is required in every places of the state, whether the state is kept under President Rule or not, people want to know all these queries,” he further questioned.

Among others, Party Vice President cum spokesperson Techi Necha, city BJP president Tarh Tarak besides the party candidate Tame Phassang were present on the occasion.

 

 

The Way Ahead: Multi Media and e-Modular Leaning at ODL

RONO Hills, Mar 20:  The Institute of Distance Education, Rajiv Gandhi University organized a two-day workshop on March 19 & 20. Looking at the need to expand the ways of teaching in the distance mode, “The Way Ahead: Multi Media and e-Modular Leaning at ODL”, was designed as a workshop to introduce the concepts of the new methods of teaching that are fast becoming the preferred choice amongst the learners. The workshop intended to impart basic training to contributors of IDE in development of educational multi media products and innovate the teaching-learning process for the learners.

In his inaugural address at the conference hall of the RGU Dr. Ashan Riddi, Director, IDE expressed that it is very important for the state to meet the international standards and for this new areas should be explored. He hoped that the workshop would be the first step towards this vision.

RGU Vice Chancellor (i/c) Prof. K C Kapoor addressing the gathering, emphasized on the new approaches of learning and more specifically modular approach. He explained the process of modular design and how the same can minimize the distance between teacher and student in the ODL mode. ‘Modular approach will bring revolution in leaning’ he stated as the learners play an active role in this method of teaching.

Dr. Ankuran Dutta, Program Officer, CEMCA and a Resource Person for the workshop also spoke on the occasion. Dr. Anamika Ray, Assistant Professor, Dep’t of Mass Communication, Guwahati University, Resource person for technical session was also present.

The inaugural session was followed by technical sessions. Dr. Dutta took first session on ‘Recent trends in Open and Distance Learning’. Dr. Anamika Ray conducted the second technical session on ‘Educational Audio Material Production. The final session on day one was on ‘Educational Video/Multimedia Production’.  On day two, Moyir Riba, Assistant Professor, IDE and workshop director conducted the technical sessions that were divided into content development, production and postproduction. Technical support to the workshop was extended by the dep’t of mass communication, RGU. The outcomes of the workshop were two educational audio tools and two educational videos.

 

 

Successive Govts failed to address problems of Pasighat West

RUKSIN, Mar 20: So many elections have gone and leaderships changed, but the perennial problems of Ruksin area under Pasighat-West constituency remained unsolved. Even though successive state governments have spent huge amount of fund in Ruksin area, but the benefits of development is yet to reach the densely populated villages under the sub-division.

Basic amenities, including rural road connectivity, water supply, improved technologies in agriculture and allied sectors are still eluding the rural areas spreading in three circles Ruksin, Bilat and Sille-Oyan.

Ruksin area located at vulnerable inter-state border with Assam is still lagging far behind other places in development front, which is causing a great deal of dissatisfaction amongst the people. The senior citizens of the area have blamed their elected MLAs and MPs for showing utter negligence towards development of the most important inter-state boundary area.

Renovation of 14 km Mirem-Mikong-Jonai (MMJ)) road, functioning of the Industrial Growth Centre at Niglok, establishment of full-fledge BDO office at Ruksin HQ, construction of drain in Ruksin township, functioning of Gram Panyayat offices, improvement of health care service in local hospitals and establishment of a fire brigade at Ruksin are some of the many long pending public demands, which the elected leaders have miserably failed to deal with.

Locals said though there is an SDO office at Ruksin, a lot of Sub-divisional offices are yet to be set up and this is forcing the common people to go to Pasighat for official works like payment of treasury challan, obtaining necessary documents like Permanent Resident Certificate (PRC), Caste Certificates etc.

Locals opine that the much-hyped MMJ road and other rural development issues are related to the winning prospect of an MLA contesting from Pasighat-West constituency.

“Indifferent role of the elected MLAs have made our life miserable. Time has now come to elect the candidate, who can assure a time-bound action plan for solving our perennial problems”, the local citizens avowed.

 

 

NHPC distributes scholarships worth Rs 47.22 lakh to 579 students

ITANAGAR, Mar 20: NHPC’s Subansiri Lower Project today distributed scholarship amongst 579 students drawn from various schools in project vicinity under its Corporate Social Responsibility- Sustainable Development (CSR-SD) Scheme. Scholarships worth about Rs 47.22 lakhs were distributed among the students from 44 schools out of which 39 schools were from Lakhimpur and Dhemaji districts of Assam and five from West Siang and Lower Subansiri districts of Arunachal Pradesh.

The scholarships ranging from Rs 6,000 to Rs 12,000  were awarded  by Rakesh, Executive Director of Subansiri Lower Project at a glittering function organized at Gerukamukh complex of the project which was attended by the guardians and teachers of the recipients besides other senior officers of NHPC and local administrations.

Speaking on the occasion, Rakesh reiterated NHPC’s commitment towards bringing all round development in the nearby areas of its operations. He stressed on the need for better education for a healthy and prosperous society. He expressed his willingness for providing every help to the students in their quest for pursuing higher education.

Most of the recipients of this year’s scholarships were also the beneficiaries in the previous year when scholarships worth approximately Rs 40 lakhs were distributed amongst 532 students. The students are selected based on their economic background and their educational performance in the preceding years duly verified by respective school authorities.

On the occasion, Ronel Kumar, GM (HR), Anurag Srivastava,GM (Civil) and GK Singh, Chief (HR) also addressed the gathering.

 

 

Capacity building prog on biotechnology

ITANAGAR, Mar 20: A four day’s capacity building programme on “Methods in Molecular Biology” started at College of Horticulture & Forestry, Central Agricultural University, Pasighat in the Department of Basic Science and Humanities under Institutional Biotechnology Hub Project.

The objective of training programme is to refresh the faculty members and research scholars of different domains of agriculture, horticulture and allied disciplines by creating biotechnological awareness and popularizing the biotechnological knowhow among the scientists, researchers and faculty.

In his inaugural speech, Dr. A K Pandey, Dean, College of Horticulture & Forestry, CAU, Pasighat discussed about the role of Biotechnology in country’s fight against food and nutritional security giving examples of golden rice and green revolution. He urged the scientists of the different departments to use the biotechnological tools and techniques for production of quality planting material.

27 participants, including, faculty members, scientists of All India Coordinated Research Projects, Project Fellows and Research Scholars, from different Department of College of Horticulture & Forestry are attending the training.

In his key note address, course director Siddhartha Singh lightened the objectives of the four days training programme as well as the mandates of establishing Biotech Hubs in NE Region and importance of biotechnology tools in diversity analysis.

All the faculty members, technical staff of the College of Horticulture & Forestry, Pasighat were present in the inaugural programme.

The training is sponsored by the Department of Biotechnology, Ministry of Science & Technology, Government of India.

Internal wrangling causing embarrassment to BJP

 

After a hectic parley, the miffed BJP patriarch LK Advani this evening agreed to contest election from Gandhinagar parliamentary constituency. Earlier report had indicated that Advani wanted to contest from Bhopal and was unhappy with the decision of BJP parliamentary board to nominate him from Gandhinagar. Such was his intensity of anger that many senior leaders including BJP Prime Ministerial nominee Narendra Modi, Sushma Swaraj, Arun Jaitley and Nitin Gadkari meet him to placate veteran leader.

Though BJP may claim that it is internal matter of party and that all is well, but, incident clearly shows the deep division among senior leaders. The Advani camp still does not seem convinced with working style of PM Nominee Narendra Modi. Despite, best effort by PR team of party, the differences between Advani and Modi camp always crops up in public arena causing immense embarrassment to party. With election just few days away, BJP will have to first fight internal wrangling before taking on electoral battle. If party is not able to contain internal fight, it may have serious repercussion and perhaps may cost BJP badly in the parliamentary election.

People need support strong leader

Dear Editor,

The coming Lok Sabha election is going to be tough walk for all the political parties. Earlier, people use to join politics for social work but nowadays objective has taken a different route. We see corrupted, self-centric, and dynastic politics.

After Aam admi party wave in India, something has changed. AAP has reminded political parties to prefer people over their self-interests. They have even reminded them of worst fate a political party can suffer if it does not work properly. The anti-corruption wave has forced people to come clean if they want to contest election. Now, it will be a litmus test for the people of country as well as political parties. Today, people demand honest leaders with enough understanding for the people needs and development.

It is the time to let leaders hear you and if not force them to hear you. In one way or the other, it does not matter who comes to power. What matters is the development. Political leaders need to review their performances if they sincerely want to work for people. Public must also review its decisions of whom to vote and who to choose.

Some insight on good governance

Dear Editor,

There is no single exhaustive definition of “good governance,” nor is there a delimitation of its scope, that commands universal acceptance. The term is used with great flexibility; this is an advantage, but also a source of some difficulty at the operational level. Depending on the context and overriding objective sought, good governance has been said at various times to encompass: full respect of human rights, the rule of law, effective participation, multi-actor partnerships, political pluralism, transparent and accountable processes and institutions, an efficient and effective public sector, legitimacy, access to knowledge, information and education, political empowerment of people, equity, sustainability, and attitudes and values that foster responsibility, solidarity and tolerance.

However, there is a significant degree of consensus that good governance relates to political and institutional processes and outcomes that are deemed necessary to achieve the goals of development. It has been said that good governance is the process whereby public institutions conduct public affairs, manage public resources and guarantee the realization of human rights in a manner essentially free of abuse and corruption, and with due regard for the rule of law. The true test of "good" governance is the degree to which it delivers on the promise of human rights: civil, cultural, economic, political and social rights. The key question is: are the institutions of governance effectively guaranteeing the right to health, adequate housing, sufficient food, quality education, fair justice and personal security?
